Circle and SC Ventures join OKX financing at a $25 billion valuation

Circle, SC Ventures, Ripple and hedge fund QRT have joined a financing for OKX at a $25 billion valuation, The Defiant reported, extending the March round backed by ICE, the owner of the New York Stock Exchange. The amount raised was not disclosed.

The backer list carries more information than the price. It spans a US exchange operator, a stablecoin issuer, a venture fund and a quantitative hedge fund, and among them Circle arrives with a visible playbook: the issuer paid $100 million in equity to Binance this year to lift USDC quote-market coverage to 329 pairs, a transaction in which stock bought the placement, and the OKX stake applies the same instrument to a venue.

Exchanges set the quote markets where a stablecoin's liquidity is judged, which makes them a natural place for an issuer to spend. A commercial agreement gets repriced or dropped at renewal; equity in a venue is a claim on its growth and a seat at the table where listings and promotions are decided. That part is inference; the reporting does not say. The Defiant's account says who joined and nothing about what any backer asked for in return, and nothing in it describes commitments of volume or listing attached to the money.

A shareholder list without a price

What the report does carry is the valuation and the names, not how much was raised, what the proceeds fund, the terms, or whether the round has closed; private companies are priced by their own rounds rather than by a market that marks them daily. The $25 billion is a figure agreed in a room, with no second number in the coverage to weigh it against.

ICE's March backing gave the earlier round a regulated-market parent, and this extension adds the issuer side of the stablecoin business to the same shareholder list. Whether OKX is assembling backers with something to contribute, or investors are buying into a private mark ahead of something larger, the coverage does not say. The sequence leaves an exchange's cap table as the place where issuers and venues now meet directly.

What Circle gets for its stake is a different question from what the valuation says. The Binance payment came with a deliverable attached, quote coverage that can be counted, while this financing carries nothing equivalent in the reporting: no terms, no commitment to volume or listing. USDC's share of trading at OKX is the figure to watch, and the valuation does not supply it.
