Perpetuals.com has asked the SEC for permission to run a venue for tokenized U.S. stocks under the agency's innovation exemption. The Nasdaq-listed fintech is led by Patrick Gruhn, the former head of FTX Europe, and is the second firm to seek that exemption for tokenized U.S. equities.

The filing comes as regulators, not Congress, write the federal rulebook after the Clarity Act failed in the Senate, handing the terms to the SEC and CFTC. Three actions — tokenized stocks, retail leverage and custody — lead the near-term agenda.

Tokenized U.S. stocks trade at 1.5 times the volatility of listed shares and with less liquidity, the IMF found. The same report put the tokenized real-world-asset market at about $65 billion as of July 31, with tokenized equities at roughly $2.3 billion of that.
